Gavin Hawkins

Gavin Hawkins is a Consultant within Deloitte’s International Development Organizations Account. While at Deloitte Gavin has worked for USAID, The Department of State and now for the Office of Africa at the U.S. Department of Commerce, International Trade Administration, supporting digital infrastructure investment in Africa. While at Deloitte, Gavin has worked on a wide range of topics, from aiding in USAID’s humanitarian assistance efforts in Ukraine, to co-authoring the first Enterprise AI Strategy (EAIS) for the Department of State. Gavin has helped to develop Deloitte’s perspective on digital transformation in Africa and Private Sector Engagement with USAID, through ongoing eminence papers and internal research.
A graduate of Georgetown University’s Master of International Development Policy program, he studied at the intersection of public policy and the cutting edge of economic development research. The masters program provided an opportunity for Gavin to consult for the World Bank, Social Protection Division, developing data visualizations and analysis describing the effects of Social Assistance Programs on the informal sector in developing countries. During the summer between the two years of the master’s program, he worked for Innovations for Poverty Action (IPA) – Ghana, where he facilitated five research projects and performed data analysis for a sixth. Prior to matriculating at Georgetown, Gavin helped manage a statewide political campaign in Maryland, and interned for Congressman Jamie Raskin on Capitol Hill, which gave him a foundational knowledge of state politics and the workings of the Federal Government. He received a BS in Economics from Hofstra University, where he developed strong analytical problem-solving skills.
